Subject: Revised Timetable for UP Scholarship (Academic Allowance and Fee Reimbursement) and Other Works for Native Scheduled Caste/Scheduled Tribe Students of Uttar Pradesh Studying in Classes After 10th for the Financial Year Academic Session 2023-24.

Background and Need for Revision of UP Scholarship Timetable

UP Scholarship programs designed for SC/ST students are of utmost importance in ensuring educational parity as well as extending financial help to underprivileged students. The disbursement of funds has specific time limits contained in Order No.-105/2023/4036/26-3-2023/C.No-1513982 dated December 18, 2023, issued by the government.

Phase-wise Disbursement

• First Phase: Funds transferred in March 2024 for applications submitted by December 31, 2023.
• Second Phase: Funds transferred in June 2024 for applications submitted between January 1, 2024, and March 31, 2024.

Revised Timetable of UP Scholarship 2023-2024

Detailed Process

1. Master Data Lock Operation

• Preparation by Educational Institutions: Institutions must prepare master data, including course details, total seats, fees, and affiliating agencies, which must be digitally signed and verified.
• Application for New Institutions: New educational institutions within and outside the state should apply for inclusion in the master database and obtain a password from the District Social Welfare Officer or Planning/Nodal Officer at headquarters.

2. Verification Process

• University/Affiliating Agency/District School Inspector: The concerned officials must verify the institution details, courses, and fees and authenticate the data online by January 16, 2024.
• District Social Welfare Officer: Ensure that all entries are accurate and complete by January 17, 2024.

3. Student-Level Online Application and Payment Process

• First Round Applications: Students should apply online by December 31, 2023. Errors in applications should be corrected within three working days, and the final printout submitted to the educational institution by January 08, 2024.
• Verification by Institution: Institutions must verify and forward eligible applications online by January 23, 2024, and physically verify non-renewal students from January 08 to May 03, 2024.

4. Physical and Digital Verification

• Physical Verification: Institutions must physically verify the students and report any non-renewal cases by February 20, 2024.
• Digital Verification: District School Inspectors and university officials must verify the authenticity of institutions, courses, and student data, blocking any ineligible entries.

5. Data Locking and Correction

• Data Locking: The District Scholarship Approval Committee will lock the data with digital signatures by February 09, 2024, and students will correct any errors displayed in their login by February 15, 2024.
• Re-forwarding Correct Applications: Students must submit corrected applications to institutions by February 17, 2024, for verification and online forwarding.

6. Re-scrutiny and Final Fund Transfer

• Re-scrutiny by NIC: NIC will re-verify corrected data from February 19-26, 2024.
• Final Locking and Fund Transfer: The final data will be locked by March 12, 2024, and funds transferred to students’ Aadhaar-seeded bank accounts by March 22, 2024.
